Localisation Dashboard

Objective:

This dashboard has been developed for establishing a baseline to track progress of CP AoR towards localisation. The dashboard will also sensitize child protection coordination group in Ukraine to issues of localisation and provide the basis to create an action plan towards increasing participation and leadership of local and national actors in CP AoR.

Methodology:
  • All CP AoR partners were invited to participate in a baseline survey in April 2024.
  • 60 (NNGO: 35 responses, INGO: 25 responses) CP AoR partners provided their responses
  • Survey period: April – August 2024
  • Survey was conducted around 5 pillars – Governance and decision making, Influence and Participation, Partnerships, Funding, Institutional capacity.

Conceptualisation of localisation in the survey:

Capacity

 Q: Is there collaboration in the coordination group to collectively address the capacity issues that are faced by partners?

Governance and Decision Making

Q: Who makes decisions, and who is in the room when decisions are made?

Influence

Q: Who actually has power to influence in coordination and decision-making processes?

Participation

Q: Who actually has power to participate in coordination and decision-making processes?

Partnerships

Q: Are partnerships between international and national organisations equal?

Funding

Q: Does funding go directly to local and national actors, or is it just going to international actors?
